Limerick, 18 March 2024: Limerick Chamber has released its highly anticipated Rental Barometer, offering a comprehensive analysis of the rental market in Co. Limerick over a 12-month period. The findings paint a stark picture of soaring rental prices, limited supply, and the urgent need for intervention to address the affordability crisis. The report examines the rental performance in each of Limerick city and county’s six Local Electoral Areas (LEAs) providing a comprehensive overview of price and supply trends, sustainability ratings of properties, the availability of smaller and larger homes – as well as an affordability analysis of single people and a couple trying to rent in Limerick City and County. The Limerick Chamber Rental Barometer also provides a national overview of delivery of new and affordable homes and ranks the best and worst performers.

Key highlights from the report include:

🔍Rapid Price Escalation: The average rental price in Limerick over the surveyed period stands at €1,800, marking a staggering 31% increase. This escalation is further exacerbated by the scarcity of 1-bedroom properties, constituting just 11% of available homes over the period.

🔍Regional Disparities: Limerick City East emerges as the most expensive area with an average monthly rent of €2,100, while Newcastle West offers the least expensive rentals at €1,300 per month.

🔍Financial Burden: Residents in Limerick City East face an annual rental expense of approximately €25,000, with City North and City West not far behind at around €24,000 per year.

🔍Comparative Costs: A comparison with rental expenses from two years ago reveals significant financial strain, with individuals in Limerick City North experiencing an additional cost burden of €10,000 annually, while those in City West and Newcastle West face additional expenses of €8,000 and €2,000 per year respectively.

🔍Urban-Rural Divide: The disparity between city and county rental prices is striking, with urban areas commanding premiums of 33% over their rural counterparts. Despite this, supply remains constrained, particularly in city regions.

🔍Unsustainable Trends: Prices continue to rise while supply remains stagnant or diminishes, indicating an unsustainable trajectory for Limerick’s rental market.

🔍National Ranking: Limerick ranks poorly on a national scale in terms of housing affordability, with statistics revealing a concerning disparity between new build homes and population growth when compared to other Irish cities. Limerick is ranked 19th out of 26 in terms of the number of people per new home.

🔍Affordable Housing Shortage: Only 4% of new build homes since 2022 have been classified as affordable in Limerick, underscoring the pressing need for increased investment in affordable housing initiatives. This places Limerick 13th out of 26. Meanwhile 16% of homes delivered in Waterford have been affordable and 13% of homes in Cork.

🔍Supply Shortfall: Analysis reveals alarmingly low availability of rental properties across various regions of Limerick, highlighting the dire need for expanded housing options. Just 12 homes per month were available to rent in Limerick City West, 7 homes per month in Limerick City East, 6 homes per month in Limerick City North, and less than 5 homes per month to rent in Adare – Rathkeale, Newcastle West and Cappamore Kilmallock

🔍Income Requirements: Affordability remains a significant barrier, with single individuals requiring close to €70,000 gross annual income for a 1-bedroom home, while single parents with children face even steeper income thresholds with a 2-bedroom home not becoming affordable until a person earns closer to €100,000 gross per year.

🔍Financial Advantages of Homeownership: The report emphasises the economic advantages of homeownership, with monthly mortgage payments on new and second homes significantly cheaper than rental expenses in certain areas.

Commenting on the release, Seán Golden, Chief Economist and Director of Policy at Limerick Chamber said

“ We cannot ignore the stark realities unveiled by our Rental Barometer report. The exponential rise in rental prices, coupled with an acute shortage of affordable housing options, poses a profound challenge for both existing residents and newcomers to Limerick. The statistics are alarming: a 31% surge in average rental prices, with only 11% of available homes being 1-bedroom properties, reflects a market in dire need of intervention. Coupled with that we have some families paying almost €25,000 a year in rent. Even comparing delivery in Limerick to other counties, we aren’t delivering housing at the level that fits the economic stature of a county such as Limerick and we are lagging behind or city regions. There needs to be greater urgency in delivering affordable rental and purchase on state lands in Limerick – this will be a very important topic as we head into the elections in June “

Commenting on the release, Noel Gavin, President of Limerick Chamber said

“Accessible and quality housing isn’t just a basic necessity; it’s the cornerstone of vibrant communities and thriving economies. As businesses strive to attract top talent, tangible progress in housing infrastructure becomes paramount, ensuring that employees not only have a place to call home but also a reason to stay and contribute to the growth and success of their communities. The Rental Barometer shows us that often in proximity to large employment nodes there might only be 7 to 12 houses to rent per month. This does not match the ambition we all have for Limerick into the future and must be addresses as a matter of urgency.”

Tuesday, 12 March 2024:  Limerick Chamber has today confirmed that it has accepted the resignation of its Chief Executive Dee Ryan, following her decision to put her name forward for the upcoming election to appoint Limerick’s first Directly Elected Mayor.

Ms Ryan leaves the post after almost six years in the role during which time she helped steer Limerick Chamber and its members through one of the most challenging and transformational periods in the Chamber’s recent history, Chamber President Noel Gavin stated.

“For over 200 years, Limerick Chamber has been dedicated to creating an ecosystem within which businesses in the Mid-West can thrive.  In her tenure as CEO,  Dee Ryan steered the Chamber during the tumultuous COVID period, when the business community was plunged into grave uncertainty overnight, as well as across a range of key policy issues of critical importance to the membership and the region.  We wish her all the best in her future endeavours.” Stated Noel Gavin, Limerick Chamber President.

Said Dee Ryan, “I have been privileged to hold the post of Limerick Chamber CEO for almost six years.  Limerick Chamber plays a pivotal and essential role in advancing the economy of this city, county and region. I’ve been fortunate in my time as CEO to work with and be inspired by many brilliant people, from my own team to successive boards and Presidents of Limerick Chamber and other business leaders. I look forward to watching this great organization thrive into the future as it continues to give stellar leadership to the Limerick business community and wish my successor the very best on their appointment.”

Mr Gavin also confirmed that pending the process to appoint Ms Ryan’s replacement, the Chamber is committed to continuing to supporting its members, and delivering on its mission, through the drive of the energetic Chamber team and active board.  As an apolitical organisation, he stated that the Chamber would like to take the opportunity to wish all the candidates for the historical Directly Elected Mayor role well in the forthcoming election.

Dee will remain in place for a four week period to ensure an orderly handover during this transition phase.

Limerick Chamber Welcomes Noel Gavin of Northern Trust as President for 2024

Date 07/03/2024 Limerick Chamber is pleased to announce that Noel Gavin, Senior Vice President, Northern Trust has officially taken on the role of President of Limerick Chamber. This transition marks a significant milestone in the Chamber’s leadership, following a tenure filled with notable achievements under the guidance of outgoing President, Miriam O’Connor Head of Legal Atlantic Projects.

Noel, who has served the Chamber with dedication and insight during his term as Board of Director and VP, brings to the presidency a wealth of experience and a deep commitment to the business community of Limerick. His enthusiasm for the role is evident.

“I am truly honoured to step into the role of President with Limerick Chamber. This opportunity to lead and work closely with the talented team at the Chamber is one I embrace wholeheartedly,” said Noel. “We have some key projects in the pipeline that are very close to my heart. These initiatives will not only benefit our members but also the wider business community. I firmly believe in the Chamber’s purpose and the impactful role we play in the region’s economic and social development.”

During her presidency, Miriam O’Connor achieved substantial progress across a variety of initiatives, including the follow-up event to the Energy on the Estuary Series, which was hosted in Foynes last year, the release of the city centre report, and the successful launch of the inaugural Limerick Chamber Golf Classic, among others. The Chamber extends its deepest gratitude to Miriam for her leadership and contributions, which have significantly impacted the Chamber and the business community of the Mid-West region. Limerick – February 26, 2024 – Limerick Chamber held an important meeting with Minster Simon Coveney this week to discuss matters of critical interest to the regional business community with particular emphasis on the development of floating offshore wind energy and associated supply chain activities in the Shannon Estuary area.

The meeting was held at a pivotal time for Ireland’s renewable energy sector. Recognising the immense potential of the Shannon Estuary as a hub for renewable energy development, Minister Coveney expressed his commitment to fostering a business environment conducive to investment, to innovation and to sustainable growth within the sector.

“We are delighted to have engaged in such frank and open discussions with Minister Coveney,” stated Dee Ryan, CEO of Limerick Chamber. “We expressed concerns over delays to zoning the West Coast (DMAPS) for Floating Offshore Wind which the Minster acknowledged, and we pressed for urgent prioritisation of this marine zoning so as to give confidence to industry that the state is moving to unlock the incredible renewable energy resource on the West Coast.”

Commenting following the meeting, Noel Gavin, Vice-President of Limerick Chamber said

“It was a very constructive engagement with the Minister who expressed his support for development of the sector from the Estuary region including a test-bed for technology, which was a recommendation of the Shannon Estuary Economic Taskforce.  Recent announcements from Wyeth have concerned the regional business community and efforts must be stepped up to support development of economic prosperity for the region. Floating offshore wind holds the potential for immense opportunities in terms of job creation, investment, and propelling Ireland towards a cleaner, greener future.”

The latest Mid-West Rental Monitor released by the Limerick Chamber shows rental supply issues have continued into 2024. The latest rental market report for January 2024 unveils notable shifts in the housing landscape across the Mid-West region of Ireland. Conducted by Limerick Chamber, the report provides insights into housing availability, rental prices, and trends shaping the rental market.

According to the report, January 2024 witnessed a slight increase in the number of available homes compared to December 2023, with a rise of 22 homes across the Mid-West region. Amidst this increase in supply, the average rental price experienced a slight decrease, settling at €1,720—a decrease of just €16 since the previous month. One of the standout findings is the disparity in rental prices compared to the previous year (January 2023). In January 2024, while there were four more homes available for rent compared to the previous year, the average rental price surged by 27%, amounting to an additional expenditure of approximately €4,000 for new renters.

In Limerick City and Suburbs, January 2024 saw a modest increase of two homes compared to the previous month. In conjunction with this uptick in supply, both the median and average rental prices experienced a decrease of 9% and 3%, respectively. Comparing information year-on-year revealed an increase in available homes, with 36 homes available in January 2024 compared to just 16 in January 2023. Unfortunately, this increase in supply was met with a 15% surge in average rental prices, translating to an additional spend of over €3,000 for new renters.

Expanding the scope to the entire county of Limerick, January 2024 witnessed an increase of 18 homes compared to the previous month. There was a somewhat noteworthy 8% decrease in average rental prices and a 5% decrease in median prices since the previous month. However, the comparison to January 2023 reveals a contrasting picture, with a 9% increase in average prices—representing almost an additional €2,000 spend for new renters.

Clare too experienced an increase in available rental homes in January 2024, with 24 homes available, an increase of 6 homes from the previous month. Although Clare witnessed a decrease in average rental prices, the change was marginal, amounting to €5. Interestingly, median prices experienced a slight increase, albeit by €25. Compared to January 2023, Clare saw a reduction of 6 homes available for rent in January 2024 while experiencing a 12% increase in average rent prices—equating to an additional annual spend of just under €2,000 for new renters.

In contrast, Tipperary observed a decline in the number of available homes since December, with only 19 homes available in January 2024, the joint lowest number observed in Tipperary over the lifetime of the Limerick Chamber Mid-West rental monitor. Remarkably, prices also increased from the previous month, with average prices up by €36 and median prices up by €80. Compared information year-on-year, supply in Tipperary decreased by 49% while average prices surged by 20%.

The January 2024 rental market report underscores the dynamic nature of the housing landscape in the Mid-West region of Ireland. As rental prices continue to fluctuate and supply levels evolve, Limerick Chamber remains committed to providing comprehensive insights to empower greater housing focused policy making across the Mid-West.

Commenting on the release, Seán Golden, Chief Economist and Director of Policy at Limerick Chamber said “ December represented a very bleak picture for renting across the entire Mid-West, not only did it have the lowest availability since we began this report but it was also combined with the highest average and median cost recorded. January has seen a slightly more positive picture emerge, with supply increasing in Limerick and Clare, as well as seeing a decrease in average prices. Tipperary, unfortunately, showed the opposite. While January represented an all round more positive picture, there is still serious cause for concern with the availability of rental homes being totally outstripped by renter demand. There needs to be a serious acceleration of affordable homes across the entire Mid-West or else this issue will continue for quite some time “

Limerick Chamber hosted its first business luncheon of the new year on 30th January at the Limerick Strand Hotel, with guests travelling from across the Mid-West to network with their peers and hear the keynote address by CEO of IDA Ireland, Michael Lohan.

The event, attended by 190 members, celebrated the decades of work by IDA and regional stakeholders to support Foreign Direct Investment (FDI) in to the Mid-West and the transformative effect this has had on the region.

In his engaging presentation, Michael Lohan spoke about the international challenges facing FDI markets, recent developments and priorities for Limerick and finally transformation and research, development and innovation (RD&I).

“Last year was a record-breaking year for FDI employment in the Mid-West with 159 IDA clients and more than 27,000 employed. But there can be no standing still.  The last few years have taught us the value of resilience, of agility and continued innovation.” 

Continuing Mr Lohan said

“Ireland has to do more to remain attractive in an extremely competitive global environment for FDI. IDA clients are embracing a green and digital recovery, and we must continue to focus on making Ireland an attractive place for talent and provide the necessary infrastructure and utilities that companies need to make it easy to establish and build their business in Ireland.”

He also outlined exciting opportunities for further growth, particularly emphasising the incredible natural assets of the Shannon Estuary and the potential for the region to become a renewable energy hub.

Limerick Chamber President, Miriam O’Connor, set the tone for the luncheon with a warm welcome and thought-provoking address.  She underscored the importance of winning investments into the Estuary region particularly in light of recent announcement of wind down from Wyeth in Askeaton. She said

“ We at Limerick Chamber are proud to lead in advocating for the Mid-West, leveraging unique regional strengths like Shannon Airport and Foynes Port. Despite significant achievements, we face challenges such as the decline of the Shannon Estuary, impacting our community and economy. We call on the government for urgent action to support our recommendations for the region’s development, emphasizing the importance of projects like West Coast DEMAP and offshore wind targets. Our commitment to these initiatives underscores our role as a leading voice for businesses in Ireland”

The luncheon was made possible through the generous sponsorship of AIB whose representative, Margaret O’Connor, took the opportunity to extend a warm welcome to all attendees. She thanked Michael Lohan for sharing his time and valuable insights, acknowledging the importance of such events in fostering knowledge exchange and collaboration among key stakeholders in the business community.

The event concluded with a vibrant networking session, providing attendees with the opportunity to connect, share ideas, and explore potential collaborations.
